You literally have no reason to use GPU scaling. Turn it off and go into your bf4 settings and choose the aspect ratio your screen has. latency mode only works with dirextX9 and 11 but you will have to test that feature out yourself since to see if it makes any difference for you.

As far as I know there's no cards that use GA103, 3080+3090 series cards is GA102, 3070 series cards are GA104. If supers are the first to use GA103 then it could easily have a weird bus width that would allow for funny memory sizes that would make it fit in the product line-up.

To reduce ping my best advice is: don't use your internet 100%, always make sure BF has the bandwidth it needs. Besides that, don't trust programs or changes to Windows settings.
And play wired if possible.

An overclocked 980ti might be faster in some things but drivers are also a key note
Yeah 1660 will probably get very close to a 980Ti in new DX12 titles
Just think as gpus need less power and become more efficient we might see handhelds just as powerful as a top end system
1660 has only half the memory bandwidth of the 980Ti so expect the 980Ti to perform decently better at higher graphic settings or resolution

in terms of mp games, MTX largely exist to offset the cost of free content (largely maps and weapons) that come out after launch
free content being the new way to provide content and keep the community together
The problem with 60$ games is not the price. It is that the industry is producing products that ignore financial realities and then tries to rectify its broken business model on the backs of the customers.
