Use ryzen master to start with
Its safer and more straightforward
If you push it too far in bios and can't post you will need to reset bios. If you go to far in ryzen master it will crash and start right back up because it requires you to re-apply the profile
If you download ryzen master, I think you could do 4.6ghz at 1.35v. Although I don't know anything about zen 3 overclocking so you should look into it first

I'm going to tell you this. You must find the max safe voltage for your cpu on Google. And try to avoid going above it
The two ways to damage something with overclocking is temperature and voltage
You could put the frequency to 100 ghz, it will insta crash but no harm will come to the chip, but too much voltage will decrease its life span
Most people say that 1.35v Is the max safe voltage for ryzen. Some say 1.4 and some say 1.45. So as long as you keep the voltage below 1.35 you are perfectly safe

You should easily be able to push 4.6GHz all core on that with a 360mm AIO
I've been able to get 4.65GHz all core on my 5950x with a 360mm AIO with temps topping out around 85C
My brother has 5950x as well, peak frequency boost hit for single core was 5185 mhz
Kinda a waste getting a 5900x and a 360mm AIO and not overclocking it

If I'm correct your motherboard doesn't have tpm chip but have header (slot) for this. Also why would you need secure boot?

is that the 8 core performance over the 6 cores
the higher the resolution/graphics settings the more gpu demanding it is, so your cpu is less of a factor
at 1440p 10700k and 5600x are pretty close to each other last i saw
so why not spend the same and get 2 more cores?
(the "why not" would be upgrade path, better efficiency and a couple of other features in favor of AMD)

i still have work experience to do in year 10
and if i still like the idea of construction i will probs do that for my work experience and see if its my type
treasure that. i didnt get to do it because of covid. infact covid potentially cost me a really solid career in IT
i managed to bag a once in a life time opportunity basically to do work experience at an IT soloutions company, and the people that did it before me got apprenticeships from it...
and i was prepared to do everything i could to try the same
im hoping my work experience doesnt get cancelled either but i dont think it will

I mean my laptop workstation gpu drivers are very outdated due to the fact lenovo made drivers for gpu only on there site and using nvidia = error
You can install custom drivers on it. I have done that before which allows me to install desktop class GTX 960 on my Asus laptop with GT 630M on it. You will need to uninstall the exisiting GPU driver, download the driver for your GPU from nvidia website, change the code that matches your GPU model number under install file with notepad, that shall bypass the error.

RTX 3070 for 1080p? So much lost performance...
if youre playing on ultra maybe you will get 20 fps at times. If you turn down your post processing to medium i doubt youd even see or feel a difference between a 3600 and 5600x. I have 3600mhz memory cl 16 16 16 on both my 3600 and 5600x and with my 2080ti it was about 20 fps at 1080p at 160fps plus. Is too close performance wise to recommend doing it but its your money.

In a cpu bottle neck increasing the resolution will have little frame rate impact going from 1080p to 1440p
