did you try switching between fullscreen, windowed or borderless? might not make sense but might work who knows. Try future frame rendering on/off and enable DX12 see if that could help. Anyways the best thing you could do is find the settings that cause the least stuttering, many people with really good pc's have this same issue.

your framerate will be much more consistent than dx12
depending on your system, dx12 can give you more fps but also a lot more suttering

Ya most of the time dx11 should give you more fps. Only time i have seen benefit from dx12 is in certain games when there ALOT of objects/stuff on the screen. From what i have understood dx12 is supposed to provide better performance, but maybe this is true in certain scenarios.
