I'd argue this is a way of allowing vehicles to be a genuine threat and helps encourage the player to think about their actions when it comes to playing with vehicles. Ultimately, if a tank is sitting in the back, it really doesn't do its team a whole lot of good in terms of actually capturing objectives. It can definitely be annoying and I can understand why people don't like it, but personally I enjoy it.
Vehicles are a threat, but are counterable.
BFV's implementation that is far from perfect, but I like the direction it went

USA On doesn't give you one uniform sens for all sights, it scales based on your sens and the factor (usually 133 i think) for each different range
