Theres probably good reason for that.

From what I know about the Sino-Japanese war, its that China was on its back feet pretty much the whole time, not to mention it being right in the middle of a civil war for them. On top of that...the Chinese military (or militaries really) were stuck using mostly obsolete weaponry and hardware, mostly having to borrow from other nations to have any hope of being viable. For example, the Chinese air force in the early portions of the war was incredibly outdated, using biplanes against what were at the time top-of-the-line Japanese monoplane fighters.

Now, think about that from a game development and balancing point of view. You're going to have a very hard time balancing relatively modern hardware on the Japanese side against outdated, outmatched, and outgunned Chinese counterparts, which is a big problem in a franchise like Battlefield which prides itself on moderate believability.

The problem with cavalry is that to have them be fun, you have to make them tanky. The problem with them being tanky is that they're annoying as hell to deal with, especially when its just a dude on a horse, which, in theory should be very weak.
