You gotta keep in mind that hardware is like 9 years old at this point. It was outdated before it even released. Frankly I'm surprised they'd even bother releasing the game for last-gen. Sure it's a humongous loss of profit, but at the save time, they'd save money by not having to develop for 6 additional platforms (because you have to develop games for each individual console, so One, One S, One X, PS4, Slim, and Pro).
