It's probably a collaborative effort. The Frostbite team makes the engine. The individual studios make the specialized tech they need with the help from the Frostbite team. The Frostbite team then implements that tech, or some of it or a modified version of that tech into the general build available to all studios.

Frankly, lets look at MW's Ground War. Its maybe not a direct rip off of Conquest, but the parallels are very easy to draw. Its also one of the biggest examples recently of how DICE really does have BF down to a science.
