Hm, I'm not sure what the best way to do it would be. I have some ideas but it's not gospel. For instance, maybe a medic could give you and extra health pack so you can have two in inventory. Maybe fallen enemies can drop medpacks and ammo pouches. Maybe you could pick up medpacks from mobile points such as vehicles. Maybe there is attrition for a set time, like after 2 mins you regain to 100%. There's lots of ways to try stuff, but it's hard to say for sure

Like, I play aggressive recon a lot, and one thing I've noticed is that attrition makes it easy for me to control campers far away. I can just bodyshot them, they pop their medpack and now they are more careful about free aiming. If I body shot them again, they will be super reluctant to pop out because now they are out of medpacks. And hitting bodyshot is so easy and quick with like the Krag or 98. Obviously I'll take the headshot if it's feasible but often times the campers have the advantage of shooting first. I'll have support nearby but they wont
