Well, there are many different theories.

The first one is that apparently EA has planned this outage to see what other games people are playing (for their new game)

Others think that EA has just forgotten about BF in general (as none of the servers are working in any of the games)

And lastly it may just be a mistake by DICE.

Personally I've only ever used Field Medic. Tagging downed players letting them know you're coming makes you run a little faster. I'm usually never in melee distance enough to use Combat Medic's perk anyway.
