Yeah, I think it's a general issue with the game. There is no way to substantially increase enemy visibility I think. It's an issue of textures / lighting and how they interact. Honestly, it comes down to just training your eye as much as you can, but even then there are going to be enemies that are nearly invisible because of how textures blend in BFV
