Use the slow rate of fire mode and it's really easy to control. The fast rate of fire is for hip firing, of course.

You hold down the switch weapon button.
Should be the Y button on default.

I think by definition, "tactics" is at an individual soldier and squad level, and "strategy" is the overall battlefield's movement. So DICE just used those terms to define the difference between the tighter maps, and the giant combined arms maps.

basically, first stage: battles within the dam and on the Scaffolding next to it. There are light switches on each floor of the five floor dam and there is a roof on top. Switching the lights off turn the floor nearly pitch black. The scaffolding would have certain parts destroyed, and focus on verticality. If you destroy certain parts of the dam, the dam explodes, spilling water and rubble out onto the ground below and killing any people on the scaffolding and almost everyone in the dam. Second stage would be fighting in the rubble below, with a more open space now being the battlefield.
