The weapon is part of the kit. A scout with an AR isn't a scout anymore. For exemple, league of legends, each champion is unique, suddenly you add a champion called sylas that can copy a champion's ability. This is bad design because you base a champion on copying other champions, making it not unique. simple as

Weapon balance consists of ADS times, TTK, bullet mag size, damage fall off, spread and recoil. I dont see what it has to do with mid gunfight though
