They will do that but having more than like 2 factions would make it hard for players to justify buying those skins. Imagine buying a skin for a faction you might never play as if you don't like their maps. I think it will have 2 factions and faction specific cosmetics. So even if you liked a skin for one faction there is only 50% chance for you to play as that faction and not 25% or 15%.
