Locking someone who wants to play support out of playing support becuase they dont do X task is a really poor way to implement things.

Rather, reward the support more for team actions, like healing players, reviving on objectives, smoking off routes, etc.

And if your team is lacking X class, have a system with an indicator on the class icon in the menu that the team is short on the class, and while playing that class you gain 2x XP. Obviously its not foolproof, but it fundamentally encourages players to leave their comfort zone for a reward while helping their team.
