I think there allways be some kind of exp servers but to my knowledge Dice tries to mitigate them as much as they can not 100% sure though

Devs have been nuking them so most likely won't give xp. Only verified portal experiences do. When browsing them if you see they are marked "full xp" then you'll get it. However I'd recommend levelling up naturally as you'll get more meaningful gameplay experience

Mnk has many inherient benefits, making recoil easier to control for consoles is lowering the divide.
