Apparently it has to do with verification licenses tied to installed files and since it's server related I guess there's a bug related to verifying the integrity of the files. Which is insane. Fixed for me. I just refunded EA purchase, bought and downloaded thru Steam. Works fine. If you wanna punish EA, refund and purchase thru Steam. They lose 30% to steam for first 10mil revenue, 25% for 10-50m, and above 50m, they lose 20% of their revenue.

Go to Community Servers. In the browse list, hover over the server you want to join and 'View Server Info' (X on PC). Click Join Server that way. Have the same 'not installed' issue, but that works for me.
