can't you set the render layer of sprites and animations?
Yea, it just seems that both rails and electric poles are on the same render layer(?)
This is awesome though. I'd love to see locomotives looking like horses and wagons looking like... well, wagons

Hopefully you will be abull to steer the game to render the rolling (live)stock beefore the pole, because a lot is at steak. If this advice is herd, it will cattlepault the mod ahead, mooving past the rest; cowmplacency, then, is the enemy, and you should saddle for nothing less than udder victory.

Yeah, as Bunshaman said, LuaRenderObjects are always drawn on top of entities within the same layer and the LuaRenderObjects are always drawn on top of the LuaRenderObjects that were created before them instead of using the the y position like entities do.
These two factors really limit how you could use them without looking janky and i have opened several feature requests on the forums for this but as of right now none have been implemented
