It can be recycled by hand after few of the Fulgora trigger techs.
There's also ground clutter that can collected for a bit of it

You should be getting something when recycling. And on average 1 holmium ore for 100 scrap recycled

Removing mining drones mod fixes it.
While it does work with just space age, it breaks when k2 spaced out is installed
