I'm a fan of the super slow buildup idea. I'm a seablock sort of player so this sounds maybe right up my alley.
Is that carbon fed into inserters?
Does the graphite have some uses for off-world?
What does "surface unstable and dusty" mean?
I'm looking for what the core limitation driving unique gameplay is and I'm seeing some neat things, but I think there could be more. Following your theme of poor conductivity, maybe the poor solar panels have to be distributed throughout your base, and supplied by pipes. This would be a little aquilo esque. Idk if this idea I made up would be any fun however

Yes, it is slow buildup, I'm playtesting right now and very happy with a tempo) It turns me back to the very first experience of factorio: you need to learn, adopt and re-build everything till you understand how to handle things. And a lot of manual work.
Yes, it is burner inserters. And there is a technology to make fast-burner-inserters and long-handed-burner-inserters 😉
Surface unstable means that most of the time you have to build a concrete, like in Aquilo. But there is a good source of concrete on Heliara, so it is not an issue after kick-starting.
You can't have poles because of lack of copper. You have a special "wireless pole", that works only in super-close range, consumes energy itself and can't union with other poles. You also need to supply solar panels with fullerene, so energy distribution is really challenging)
