Also seems a bit overpriced, for that range, considering that quality substation have a similar reach with quality

Fair, I'm making it a bit cheaper, and adding 1 tile in all directions
I would have liked to make the range bonus +50% with quality, but it's apparently hardcoded and can't be scaled :/
