Yeah, I imagine mechanical changes like that could have a rather outsized impact on game balance (in a good way) if used thoughtfully

oh defintely

making a beacon require fuel would change the thought process for designs at least a little

especially with pipes and even more so with heat pipes, due to their 'limitations'
