I would imagine making such a mod is not that complex. That said, it kind of pointless seeing how the foundation requires coolant which is only made on Aquilo to produce. I would suggest such an mod add a early game foundation tech rather than moving the existing one which has a stupidly expensive recipe such as 200 tungsten plate per tile.
