the blueprint you shared was using a < sign on carbon

500 ice + 500 carbon = rocket send to space
less = wait

nah. Your blueprint was the logical equivalent of

if 
  ice = 500
and 
  carbon < 500
then 
  launch rocket

the input signal from rocket to signal is just reading the contents. So effectively, it would put in ice till it reached 500 while also inserting carbon, so a non exact amount would be inserted.
