I will say quality holmium ore is useless
as fluids don't have quality and holmium ore only goes into fluids

If you want to get rid of it, you can either void it in a Recycler or get same quality stone to turn it into Holmium solution.

I checked. Oil cracking does not allow qual mods. If I had to guess, they check for solid items in the recipe rather than solid products.
Quality Holmium solution makes sense to use quality inputs.
