It sounds like some ching-sound like it could be a notification but I see no notification.
I have checked to make sure someone sending me a message on Steam, haven't seen any. I believe it comes from Factorio and has so far only appeared while on Gleba.

It is not the sound the night vision makes when being turned off/on. The sound I hear is louder.

Oh yeah, I had this problem too. Apparently it was some kind of halloween-related sound or something like that.
Updating/rebooting discord fixed it for me.
