Yes, you can simply download a standalone version from the website (on windows that's the .zip download)

Yes, the standalone is entirely self-contained, so all user data is in the install folder

The standalone version will not count for steam achievements, though. Something to keep in mind if you care about that.

Modded games can't give Steam achievements at all

I am aware of that, that's why i intend to keep standalone as IR3 version

however it seems the standalone still expects saves and mods, among other things, to be located in %appdata%, which is not what i hoped for

yeah, i did. so this time the problem was between keyboard and monitor
