#when should i migrate to a area with richer ore patches

when your current ore patches dont provide enough to meet your goals. preferably a little earlier so you have resources to build the trains/etc to get there
What gear should i have to deal with the biters and stuff when i migrate
grenades help a lot, turret creep is a useful option, placing turrets down then filling with ammo quickly, pickup ones further back, place newer further forward.
car/tank can be very nice.
You don't need to move everything, you can just set up mines on what you need and bring it back to your base by train. Adding a train track is a lot easier than moving an entire base.
For stuff to bring I would suggest miners, walls, guns, rails, power poles (both to power the mines and to bring the power over from your main base), belts, stack inserters (if you don't have stack inserters yet then fast inserters), and chests for a buffer.
For clearing out biter nests a tank is good, especially if you have personal lasers.
For defenses at the outpost if you have a good power supply then lasers are easy to set up, if not you can do normal turrets and just put like 50 ammo in each one, that will last a while. If it's an oil patch you can set up flamethrower turrets as well.

Use closer patchers unless they have practically no resources
Are you on normal settings? I'm on a rail world playthrough and many of the patches a bit further off from my start point are something in the region of 40mil+. So I don't see any reason to go further out than that
as far as you need to, but I always try to drain the closest ore fields first so as my base grows, I have larger open areas of land to make dedicated large scale smelting, petro, etc
