It makes it so the pcie lanes use the fastest speed available

stops it from being stupid trying to auto negotiate what to use

I believe it will also fallback to the fastest supported speed

not much it just makes it so the pcie lane is direct to the fastest speed available it might be using that speed already but sometimes it just switches speeds so this makes it stuck to the fastest speed
