It's currently useable, yes. It requires patients who are "Severe" status.

imo from what ive seen its not necessary to use
most of the time all you get is like a heart attack
or manageable haemmorrhaging

Surgery hasn't been released yet, but it's planned soon.
This update was mainly for fixing bugs, giving the ER a little refresh.
More big updates are coming soon. 👍
