My suggestion is: It would be very helpful if there was a gamepass that would allow me to claim a patient who isn't mine and who is sitting next to the reception desk so I could see them. There's always someone who sits there from beginning to end.

Do you mean if they are already claimed? If so, you’ll never be able to claim them off an individual as it would be unfair. The upcoming update aims to resolve this issue.
