Purchased the Deluxe edition upgrade as i saw people were receiving the skins on the official subreddit for the game. The game files show the content but never appears in game.

When your selecting your character before you confirm them if you flip the joystick down it should switch between the skins

Id I'd say try and give it some time. The roll out of skins that people should have has been kinda bad
