TLDR: add more ways to upgrade in the actual matches itself to help enhance that feeling of going from "zero to hero". These upgrades have the potential to be built upon beyond the simple idea of an upgrade, some maps can special upgrades or power ups that others might not have. This would help each map feel more distinct and add more "quirks" thatll help each one stand out more. This means an idea like this isnt only helping create more feelings of variety in the current maps, but this also adds more variety in each run beyond going to the saloon and applying your new skill points. Maybe you go for certain bigger/expensive upgrades depending on what difficulty your on, or how long the mission will be, or maybe on a certain mission there's a perk that's really helpful for this boss or task, or you just wanna do a weird play style and decide to buy a random perk thats across the map just because its fun to run things different on the fly sometimes. Either way its all about making those choices and upgrade decisions in the physical map, not in the saloon. in a way these would be temporary upgrades for that particular game only similar to the jokers you pick up.

I would love if jokers would carry over to the next mission if you don't go back to the saloon. But the game also gets harder and harder. So you're basically scaling indefinitely like in risk of rain

i like that you can pick up jokers as temporary upgrades in the match, but i see those more as smaller fun little RNG upgrades. I think it would be dope if that idea was built more so that by the end of a game youre a beast compared to the beginnning, ya kno
I'd like for us to be able to pick 1-2 jokers per mission to carry over
that too tho for sure
letting every joker stay would get absurdly OP quickly
especially with ones that spawn more jokers

in general too this game hasnt been afraid to show its inspiriations and i believe it should continue to look at other popular PvE games and see what works. I believe black ops zombies is a master class at achieving the "zero to hero" effect as an example for what i mean by this. A mechanic similar to the perks and pack a punch is a chefs kiss addition for this games vibe.
