I asked a friend about it the other day and they seemed to say, while they added a 'perma base' mode, the game still heavily locks out most of the stuff behind their temp mission runs which are still timed basebuilding unless I misunderstood what my friend was saying.
I really wanted to consider getting it since it seemed to improve a lot of the original issues from early launch, but I find it hard to invest myself in something like basebuilding if the whole point is it getting reset after a set time.

Anyone got better info on all that?

You massively misunderstood that

#

„Temp missions“ or the session based runs with a temp base are still selectable as that.
But open world mode is what it is. Open world
You can go wherever you want there and not all missions are available as those were the „map changing“ missions but instead you have a selection of „operation“ you can start from a planet side crafted mission board

#

The missions themselves are still timed ( as makes sense for some like hunting down a dangerous predator) but we are talkning HOURS of quest completion time with cancel and retry how many times you want ( 10 cd on mission select after cancel)

#

But the thing is :
You have infinite prep time before the mission

#

You can build the biggest most decked put base and gear before any mission
