1. The elevator only works when you reach lv.5 of the mines and they allow you travel between different floors, 5 floors at a time.
2. The right side is irrelevant till you either use bombs to break those or upgrade to a Steel Pickaxe.
   -# Doubly more irrelevant if you have yet to actually donate all 4 iterations of the Dwarven Scrolls.
3. When you travel down the ladder, you reach the 'first' level of the mines, in which you have to break rocks in order to have a ladder appear to reach the next floor. Also, killing combatants along with using a staircase also generates a ladder.
