Yes. The one you donate is an actual artifact that you CRAFT into a plantable seed (the blue seed packs)
You cannot donate the seed packs, only the artifact version. Though you can get the plantable packs before donating through the traveling cart.

Donating the seed gives you the ability to turn future artifact seeds into plantable ones.
