Assuming you've caught the legendary fish in the sewers, no. All you can catch there algae, trash and carp. The chance to catch a lava eel (with certain requirements met) is 5.4%, so that's also not reliable.

Your best bet is the Mountain Lake.

Regarding new farmers for fishing, I'd say it's safe to say it's just a toss up between Mountain lake and River during Rain though in spring. Would say Lava eels are a little too niche to include especially considering their bite rate and difficulty without tackle (and the requirement to reach them).

I do about 2/3 as jade first and the other 1/3 divided between diamond and ruby to start, then swap to way more diamond later. I'd say depending on how many stairs you'll need 20 could be enough but I aim for 30-40+
