by fishing lvl 3 or 4 you might be good with using any rod

No, they are the same quality as everything else. What you might be running into trouble with is that it's hard to find a place to cast that isn't near the opposite bank, particularly in town. Best place to minimize that problem with river fishing is in Cindersap, where the river is much wider in places.

The farther you can cast from shore, the better your chances of quality fish. In town this is hard to do because the river is so narrow.
