In order to get an extra harvest with regular speedgrow on strawberries, you need to plant them on the 13th right after the Egg Festival. And Pierre doesn't start selling it until the 15th.
You'll need to get both Foraging up to level 3 by the 8th, and Farming to level 3 by the 13th to craft it yourself.
