have you considered just moving them? maybe not on THAT pic bc it would be a ton of work but maybe try to squeeze more on them at strategic places (arms, shoulders, chest namely are my guest)? it would keep the clustered aesthetic AND let the design breathe/give the eye room to rest (on the rest of the torso/wherever you don't place as many tattoos)

rn the tattoos are all over, yes? they're evenly spread on the arms, chest, belly, neck, etc...
what i'm suggesting is, you take some (or all) tattoos from certain areas (my personal two centw would be to take them from the belly and neck) and squeeze them into other areas. This way you get the nice cluttered tattood aesthetic on the parts you overcharged, which i'm guessing is what you intented for initially, and also freeing up other areas, which would give the eye a place to rest and make the design appear less chaotic, which i guess is what you meant by "it seems like too much"
