Let's see. According to the wiki, Spicy Eel lasts 7 real-time minutes each. That's 420 (blaze it) seconds.
One hour in SC is 54 seconds.
We have 20 in-game hours to work with, from 6AM to 2AM. If the player reaches SC nigh-instantly at 6AM (e.g. by chair-hopping to travel without passing time), that's 1,080 seconds.
So, yes, if you go there immediately, you may need a third eel
Normally I'd get there at something like 10:20AM (Pam arrives to drive at 10:00, and then allow another several seconds to walk to the SC itself). I also tend to wait until I'm injured before actually eating the first eel, because I'm cheap. So that'd be why I only need two.

I've come across one problem while trying to cstch 3 iridium quality angler fish. The angler fish keeps moving to the top before I can even move the bar and is moving faster than the bar.
