Advanced Iridium Rod with 2 Cork Bobbers, plus Deluxe Bait (or Challenge Bait if you're going for the triple)
Master enchantment
Qi Seasoned Seafoam Pudding (bring several)
Statue of Blessings

Actual strategy is to basically prep everything in advance the day before, then wait for a Blessing of Waters day from the statue. Then you chug some coffee, get on your horse and leg it down to the spot. Cancel all fish that aren't Glacierfish, and cancel out of Glacierfish too if you make a mistake. When it gets late, or if you accidentally catch an imperfect glacierfish, reset the day and try again.

desert festival is the best time for skull cavern runs as well, stack the +3 luck +1 speed food with coffee and a prismatic rock candy and go wild

and the best part is there's no penalty for getting killed by enemies during the festival

so you can just go down as far as you can get and if you die there's no worries
