I theorized that, in the game's code, it's recognized as a fish tank furniture item. Therefore, it functions as a fishtank in the Community Center. But you aren't supposed to actually get one for yourself, which is why it can't be picked up. Kind of like how artifact spots are a path-like item, but you can't actually have one in your inventory without cheats.

Fun fact regarding house deco: there are actually rare wallpapers and floors now. The walls and floors sold at the desert festival are only available during the festival, and only if that townsperson is running a stall.
