I read somewhere that requiring periodic password changes is bad since in practice it'd just result in static (at best) or ever decreasing (as worst, also the most likely scenario) password complexity

it also wouldn't help if your db got pwned and you aren't aware in the first place (unless you require a password change every 24 hours, which is a guaranteed road to every password being hunter2)

i wanted to move some projects from my personal github to my professional github (the one i feel comfortable showing to people in the real world like, yknow, interviewers and whatnot)
but i also didnt want to spam up my account with a ton of little repos
so i also wanted to put them into a mono repo
but i also wanted to keep the git history of each individual repo, just, inside the now monorepo
but also change the authors on all the commits
and i dont know how to do any of this

Merging multiple repos into a monorepo is pretty straightforward; changing the authors (without changing the date) would involve using something like git filter-branch. You could try it and see how it looks; if something goes wrong, you can just reset to the head and try it again.

is there a "for dummies" explanation of whaty "reset to the head" even means, actually, bc my Git knowledge is not all that great actually it basically just amounts to committing, pulling, and branching
