I can see that SDL does it with SDL_RWops (now as SDL_IOStream), it allows for reading and writing data to a file in either big or little endian.

closest is docker but unfortunately this will be running on a windows server and docker is far from ideal on windows

Merging multiple repos into a monorepo is pretty straightforward; changing the authors (without changing the date) would involve using something like git filter-branch. You could try it and see how it looks; if something goes wrong, you can just reset to the head and try it again.
