Passive - Loyal to the end
Chiaotzu's loyalty to his friends gives him and nearby allies reduced cooldowns. At 25% health the cooldown reduction is increased further.

Skill 1 - Super Dodon Blast
Chiaotzu fires a more powerful version of the Dodon Ray, inflicting Defense Down on enemies hit. Charging the skill increases it's range.

Skill 2 - Psychic Attack
Chiaotzu gathers and shoots a blast of psychic energy forward, dealing damage to enemies and inflicting Movement Down on anyone hit.

Skill 3 - Psychic Rock Shield
Chiaotzu uses telekinesis to pull several boulders from the ground to swirl around Chiaotzu and nearby allies as shields, reducing the damage of Rush Attacks on shielded allies and blocking 1-2 instances of Skills aside from Ultimates.
If Psychic Attack is used whilst Rock Shield is active Chiaotzu will fling the rocks gravitating around him forward as part of the psychic attack, Staggering enemies hit by it and inflicting Movement Down.

Skill 4 - Mimicry / Farewell Mr. Tien
Chiaotzu copies the Ultimate Skill of an enemy or ally, temporarily receiving the Rank 1 and Rank 2 versions of their Ultimates at Rank 1-2 and Rank 3 of Mimicry.

Whilst Mimicry is on cooldown and Chiaotzu is at 30% HP he can use his Skill 4 to activate Farewell Mr. Tien, flying forward to grab an enemy and detonating himself on the enemy, dealing a large amount of damage in an AoE around that enemy.

It's a bit of a tacked on option yeah. I was deadset on having the Farewell Mr. Tien as a skill - a conditional skill mind you so Chiaotzu can't just be annoying with it, either to his or the enemy team - but I couldn't really wrack up any other ideas that still screamed "Ultimate" that didn't feel a bit lazy, and having your ultimate SOLELY be a self-destruct that kills you is just purely unfun

I could've gone with something like the Dodon Ray Barrage but I felt that'd just be a copy of Caulifla's ultimate, and outside of that Chiaotzu doesn't really have a lot going for him given how he tended to get shafted in both DBZ and the games.

Thus I chose Mimicry, letting Chiaotzu copy ally and enemy ultimates as a way to to help his team whilst also giving him an ability he could do in the show. With this skill - in my mind at least - Chiaotzu would be able to benefit his team and laning partner by choosing the best ultimate for the situation from the available targets.

An example would be in the typical top lane fight Chiaotzu could either copy his ally or the enemy DPS' ult as a way to bring more damage out onto the table, or he could copy the Tech's ult to further support his ally, such as copying Majin Buu's Candy Beam to buy his ally or his GoD time in a defensive scenario due to the transformation.

You could put an immobilisation skill as ultimate

I think that you could eventually replace the charging dodonpa by a dodonpa that ignores defense buff
