The fix wasn't related to page spawns, previously upon opening a scroll it would give you a scroll ahead of what you needed (if you needed scroll 3 it would give you scroll 4) scroll spawns are static and change based on the map seed for the day. To my knowledge there are no scrolls today, so you have to wait for a seed that has them.
