I mostly animate in Adobe after effects, but that'll cost you an arm and a leg if you don't have it from an alternative source (i have mine for free from my graphic arts classes, the good ol yar har fiddle dee dee is also an option. but another option that seems a little strange but works, i also use it sometimes, is blender. though blender is a generally 3d software, you can import 2d textures and animate them too, and build out full rigs and everything. pretty good if you're willing to learn the ropes.
