I have copied my steam username, wrote the command exactly as it's described and it tells me that "this user already exists" I am able to use admin commands but the admin panel itself is nowhere to be seen, as shown in my screenshot. Exactly the reason why I censored non important information, because I already have the ability to admin on my server, the issue is with the lack of the admin panel.

The command is what gives you the admin powers, which is why checking whether the command is written correctly is the first troubleshooting step

Censoring that defeats the point of checking for that

Regardless, you have a different error than the original posted anyway, "this user already exist" is not a command issue, it is a database issue

Go to “%UserProfile%\Zomboid” and delete the "db" folder.

And I've already stated to you, that the command is written correctly. I have just told you I have the ABILITY to ADMIN on my server. I am ABLE to WRITE and EXECUTE admin COMMANDS just fine. But the ADMIN PANEL is not showing, that is my problem. Please actually read everything I write to you before repeating the same thing.
