With SafehouseAllowLoot=false?
the goal is to have bases be able to be raided while players are online and safe when they arent so that would defeat the purpose and prevent raiding entirely

I think with SafehouseAllowLoot=false may help. The meaning of the two configs are not so clear especailly when used together. If DisableWhenConnected=True with AllowLoot=false, AllowLoot is overrided as true when connected . But if AllowLoot is true, the overriding may be not working properly because it won't override AllowLoot as false when disconnected. I hope this may help.

It should be set to false if you want to prevent looting offline
