Globally they really do need to do. Facebook and Google are the best examples to this imo. It is extremely costly to have multiple versions, or different functionality for different regions. Facebook and Google, whose entire business model is your data, implement GDPR for everyone globally, even though it costs them significantly because that's cheaper than doing separate versions/procedures

most modern EU-IDs are already capable of age verification, germany as a whole required you to proof you are 18 to buy cigarettes from vending machines, so they have a NFC scanner attached you swipe your ID card through that tells the machine "hey, am 18, gimme cancer sticks"
