I'm having this very annoying issue where the server seems to not be able to download certain mods, I've tried to clear my download cache, unsub/resubs mods which are causing 'issues' and just straight up deleting my steamapps folder and redownloading them all fresh. The mods are fine and are working in single player - I checked this when creating my new PZ collection but when I try to host a server I get the bug 'pendingdownload' and it's not just on the same mods either - It swaps from one mod to the other or sometimes will stick with a certain few nevertheless it still won't download at all.
Any help/advice would be really appreciated.

Here is an updated log, I let the mods 'download' to see if it'd actually do anything and nope it's just completely stuck again

Can you share more logs after you restart the server once its downloading?
It is less likely its "swapping" between mods, but rather its just downloading them sequentially while getting stuck
Meaning you just need to keep retrying once it does get stuck

i managed to get it working by using steamcmd to download the mods (don't even ask how long that took 🤣 )
